Rene Capistran

Rene Capistran is the founder, president, and CEO of Noble Texas Builders, LCC, founded in 2015. A veteran of the United States Navy, Capistran also serves as Chief Executive Officer of NTB Development.

With over 28 years of construction experience, Mr. Capistran has served in various roles including project manager, project executive, operations manager, vice president, and president. Currently, his responsibilities include overseeing operations and administrations of Noble Texas Builders and Texas Development. He has received numerous honors and awards for his business leadership and dedicated community service, including the 2019 Corporate Community Impact Award on behalf of Governor Abbott, the 2017 Easter Seals Volunteer of the Year, Distinguished Business Leader of the Year award from the University of Texas at Brownsville School of Business in 2012, and an Outstanding Community Leadership award from the Career and Technology Education Association of Texas in 2011.

Patrick Williams

Patrick Williams is one of the founders of Noble Texas Builders, LLC. With over 40 years of experience in large commercial construction, he holds the position of Vice-Chairman and provides oversight and guidance on company culture as well as systems and controls including accounting, project management systems, estimating processes, financial reporting, forecasting, and risk control.

In 1987, Mr. Williams received his bachelor’s degree in Civil Engineering from the University of Texas at Austin. He then went on to spend the next 25 years working for a large commercial contractor serving in numerous lead operational roles including President of their Austin and South Texas Regions. He is a seasoned leader with a diverse background, having served on the General Service Commission Advisory Board, acted as President of both the AGC Rio Grande Valley Chapter and the Associated Builders & Contractors Austin, and contributed as a director of the YMCA Central Texas Area.

Stephanie O’Rourke

Stephanie O’Rourke is a member of the Cokinos | Young’s litigation practice group and manages the firm’s San Antonio office. Her practice focuses on the representation of general contractors and subcontractors in construction disputes as well as businesses in complex disputes. She has a wealth of experience in litigation, and she is consistently asked to present at workshops and seminars regarding her expertise on contracts and liens.

Ms. O’Rourke’s expertise in construction litigation has earned her recognition from numerous publications and organizations, including being ranked in Chambers. She is board-certified in Construction Law by the Texas Board of Legal Specialization and is a member of the American College of Construction Lawyers — the first lawyer from San Antonio inducted into this invitation-only organization.

Michelle Steward Davis

With over 28 years of experience in the construction industry, Michelle Seward Davis served as CFO with one of the leading contractors in Texas for over 17 years. Her expertise includes strategic and financial planning, accounting, risk management, safety, and human resources. Currently, she has taken on the role of Interim President of Associated Builders and Contractors of South Texas. In this role, she is focused on building strong relationships with the board members, various committees, and valued members to enhance the programs, events, and educational initiatives.

Ms. Davis is dedicated to collaborating with local, state, and national leaders in the areas of workforce development, apprenticeship training, safety initiatives, and legislation to drive positive change in the industry. She is committed to giving back to the community she serves.

Amer Al-Nahhas

Amer Al-Nahhas is a seasoned construction professional with a remarkable 35-year career in the engineering and construction industry. His tenure includes various leadership roles including Vice President of SpawGlass Construction Corp., President of SpawGlass Civil Construction, and the founding President of Westland Equipment & Supplies. Notably, he constructed Houston’s first LEED certified building and served on Houston Mayor Bill White’s Green Building Advisory Council. He also played key roles in corporate governance, serving on the SpawGlass Board of Directors for nine years, and in educational philanthropy, with board positions at the SpawGlass Foundation, the Arab American Educational Foundation, and the Syrian American Club.

Mr. Al-Nahhas holds a Master of Civil Engineering degree from Rice University and an MBA from Texas A&M University. He currently shares his wealth of knowledge as an adjunct professor, teaching a “Construction Equipment & Methods” course for the Department of Construction Management at the University of Houston.

Eric Delgado

Eric Delgado is a graduate of the University of Texas Rio Grande Valley, where he earned his B.S in Manufacturing Engineering and a M.S in Engineering Management. While attending UTRGV, Mr. Delgado received his Black belt Six Sigma Certification from Texas Manufacturing Assistance Center (TMAC). His strong background in facility management comes after working at several higher education entities as Assistant Director and Director of Facilities in South Texas.

Currently, Mr. Delgado supports Noble through the Solutions Division, providing specialized services, repairs, renovations, job order contracting and emergency response services. He is an Apprentice Academy Advisory Committee member, and was instrumental in developing strategies to grow the Noble Solutions Team from South Texas to San Antonio and Houston.

Juan Delgado

Juan Delgado is a seasoned professional with a rich background in project management and leadership. Currently serving as the Vice President of Noble Texas Builders LLC, Mr. Delgado brings extensive experience from previous roles including Project Executive at SpawGlass Contractors, Project Executive at Broaddus & Associates, and Project Manager at HP, where he honed his skills in project execution and team management. At Noble, he plays a pivotal role in developing and maintaining project budgets, forecasting project costs, managing labor, and providing invaluable support to project managers and superintendents to ensure project success.

Mr. Delgado holds a Bachelor of Science in Electrical Engineering from the University of Texas-Pan American along with certifications including ASHE Healthcare Construction Certificate (HCC), LEED Accredited Professional, and OSHA 30-Hour. Beyond his professional endeavors, Mr. Delgado is dedicated to serving his community, having previously served as a Board Member for the Boys and Girls Club of Edinburg and RGV First.

 

Joe Negrete

Joe Negrete is a retired professional with a wealth of experience in the architectural field and construction industry. He retired from HEB in 2019 after a distinguished career that included managing several hundred projects, ranging from new stores to remodels across Texas and northern Mexico.

After graduating from the University of Texas in 1980 with a Bachelor of Architecture degree, Mr. Negrete began his career in Houston and Austin, gaining valuable experience in the multi-family and hospitality restaurant industries as an intern architect. He joined HEB in 1985 and spent 33 years with the HEB Design and Construction Management teams. Mr. Negrete currently resides in San Antonio, Texas, where he continues to contribute his expertise to the architectural and construction industries through freelance work.

Alfredo Garcia Jr

Alfredo Garcia Jr. is a co-founder of Noble Texas Builders, currently serving as Vice President, Corporate Clients Group. Bringing over 19 years of construction experience, he graduated from Texas A&M University with a Bachelor of Science in 2002 and holds several certifications including OSHA 30-Hour Certification, OSHA Safety Certification, and ASHE Healthcare Construction Certificate (HCC).

Prior to his work with Noble, Mr. Garcia worked with SpawGlass Contractors, having served in roles ranging from Field Engineer and Superintendent to Project Manager/Building Services. Other community roles include the Planning & Zoning Board- San Benito, St. Theresa Catholic Church Finance Committee, San Benito ACTS Member, and St. Theresa Catholic Church. Mr. Garcia has also served as President and Vice President of the Associated General Contractors Association – RGV.
