Pat Williams is a co-founder and Vice Chairman of Noble, where he brings decades of executive leadership experience and a deep commitment to operational excellence, strategic growth, and community development. As one of the original visionaries behind Noble, Pat has helped shape the company’s values-driven culture and long-term growth strategy, ensuring a client-first approach that consistently delivers results.

Throughout his career, Pat has held executive roles across a range of industries, including construction, finance, and insurance. His broad experience and keen business acumen have been instrumental in building Noble’s strong foundation and expanding its presence throughout Texas. Alfredo Garcia Jr. is a founding partner and Executive Vice President at Noble, bringing over 30 years of construction and project management experience to the leadership team. Throughout his career, Alfredo has built a reputation for delivering high-quality commercial projects with a focus on client satisfaction, operational excellence, and safety. His leadership has been instrumental in shaping Noble’s field operations and driving continuous improvement across the organization.

Before co-founding Noble, Alfredo served in senior roles for major construction firms, where he managed multimillion-dollar projects across education, government, retail, and healthcare sectors. His ability to lead diverse teams, navigate complex build environments, and execute with precision has consistently resulted in on-time, on-budget project completions. Alfredo’s experience includes managing large-scale projects for clients like H-E-B, IDEA Public Schools, and various city and county governments across Texas.

A proud native of South Texas, Alfredo is passionate about giving back to the community and mentoring the next generation of builders. He continues to serve as a hands-on leader, frequently visiting job sites and supporting workforce development efforts through Noble’s training and internship programs. Juan Delgado is a seasoned construction executive with extensive experience in project management and leadership. As Vice President at Noble, he plays a pivotal role in overseeing the company’s construction operations, ensuring the successful execution of projects across Texas. His expertise encompasses strategic planning, team leadership, and operational excellence, contributing to the firm’s reputation for delivering high-quality construction services.

In addition to his professional responsibilities, Juan is actively involved in community and industry organizations. He serves as the Vice Chair for Cameron County on the Executive Board of Directors of the Rio Grande Valley Partnership, demonstrating his commitment to regional economic development and community engagement. He is also a member of the Board of Directors for the Edinburg Economic Development Corporation, where he contributes to initiatives aimed at fostering economic growth and infrastructure development in the area.

Juan holds a degree in Electrical Engineering, equipping him with the technical foundation to lead complex construction projects. His educational background, combined with his practical experience, enables him to bridge the gap between engineering principles and construction management effectively.

Eric Delgado is a distinguished construction executive leading the Noble Building Solutions Division, where he oversees specialized services including repairs, renovations, job order contracting, and emergency response across South Texas, San Antonio, and Houston. Serving as Vice President, he guides project estimation, operations planning, and cross-functional coordination, ensuring efficient and quality-driven project delivery.

A double alumnus of the University of Texas Rio Grande Valley, Eric holds both a Bachelor of Science in Manufacturing Engineering and a Master’s in Engineering Management. During his time at UTRGV, he earned a Six Sigma Black Belt certification from the Texas Manufacturing Assistance Center, underscoring his proficiency in process improvement and operational excellence.

Eric’s professional journey includes significant experience in facility management within higher education, where he effectively managed buildings, staff, and maintenance operations—laying the foundation for his success in construction leadership.

Sandra Alaniz is a dynamic leader with extensive experience in healthcare operations, strategic growth, and construction project management. In her role as Market Director Healthcare at Noble, she leads the planning and execution of complex healthcare construction projects across Texas, ensuring they meet both operational goals and community needs.

With a proven track record in managing large-scale healthcare expansions, ambulatory service growth, and physician integration, Sandra excels at aligning clinical objectives with construction and operational initiatives. Her expertise includes developing ambulatory surgery centers, diagnostic facilities, specialty clinics, and value-based care networks, all aimed at improving patient access and care quality.

Committed to community engagement, Sandra serves as Chairperson of the City of Edinburg’s 2040 Health and Wellness Committee and is a board member of the Edinburg Economic Development Corporation. She is an active participant in regional economic and leadership organizations and has dedicated over a decade to volunteering in poverty alleviation and food security programs.

Sandra holds an MBA from St. Edward’s University in Austin and a Bachelor of Arts in Communications. She is known for her ability to build strong relationships across diverse teams and communities.

Joe Beltran serves as the IT Manager at Noble, where he oversees the company’s technology infrastructure to ensure smooth and secure operations across all project sites and offices. His leadership in managing hardware, software, and network systems supports Noble’s continued growth throughout Texas.

With a strong background in network security and system administration, Joe is dedicated to protecting the company’s digital assets while optimizing workflows for project teams. He works closely with all departments to provide effective IT solutions that enhance communication and productivity.

Joe’s expertise includes software integration, system upgrades, and user support, which enable Noble to stay competitive in a fast-evolving industry. He actively monitors emerging technologies to implement tools that improve efficiency and reduce operational risks.

Christine Blouch has been a vital member of Noble for over nine years, serving as Executive Assistant to the President and CEO and as Director of the Noble Charities Foundation. In her dual role, she expertly manages executive support functions including travel coordination and event management, while also leading the foundation’s philanthropic initiatives. Her work drives Noble’s commitment to giving back to communities across Texas through impactful programs supporting veterans, education, healthcare, and child welfare.

Prior to her current role, Christine gained extensive experience in client services and project planning through nearly eight years with a leading regional contractor. Her deep understanding of nonprofit organizations, account reconciliation, and event management strengthens Noble Charities’ ability to execute successful fundraising campaigns and community outreach efforts.

Christine holds degrees from the University of Texas at Brownsville and Texas State Technical College Harlingen. She is known for her professionalism, confidentiality, and dedication to building meaningful relationships that amplify Noble’s mission to inspire hope and improve lives throughout the region.

Selina Partida is the Director of Human Resources at Noble, where she leads HR strategy, talent development, and employee engagement across the organization. With over a decade of experience in human resources, Selina brings a thoughtful and proactive approach to building teams, cultivating culture, and supporting employee growth. She joined Noble in 2024 and has since helped elevate the company’s internal systems and workforce programs to align with its mission and values.

Selina’s leadership is rooted in operational excellence, compassion, and a deep commitment to creating a supportive and inclusive work environment. Diana Gonzalez Rodriguez serves as the Director of Risk Management at Noble, bringing nearly two decades of construction experience with a strong foundation in project execution, job site safety, and risk oversight. Since joining Noble in 2022, Diana has held multiple leadership roles—including Project Manager and Risk Management Manager—each reflecting her commitment to operational excellence and employee wellbeing.

In her current role, Diana leads Noble’s risk management program, overseeing the development and enforcement of safety procedures across all active construction sites. Her hands-on leadership ensures regulatory compliance and supports a proactive safety culture, helping project teams mitigate risk while maintaining the highest standards of jobsite performance.

Diana’s extensive field experience and technical expertise in construction safety have made her a critical partner to both project managers and superintendents. She holds several key industry certifications, including OSHA 30-Hour and Trench & Excavation Safety, and is known for her collaborative approach and attention to detail.

A native of the Rio Grande Valley and based in La Feria, Diana is passionate about community-focused construction and training the next generation of builders. Her work aligns with Noble’s mission to inspire hope, improve lives, and strengthen the communities they serve.

Valeria Vega serves as Director of the Noble Leadership Academy, where she leads the firm’s internal training and professional development programs for emerging leaders, project teams, and field personnel. Since joining Noble in 2022, she has played a critical role in launching and expanding workforce development initiatives, including the company’s Teacher Externship and High School Internship programs, which now reach across South Texas and Central Texas.

Valeria is a PhD student in Materials Science and Engineering at the University of Texas Rio Grande Valley. She also holds a Master’s degree in Construction Management from the University of Texas at El Paso and a Bachelor’s degree in Civil Engineering from UTRGV. She is Six Sigma Black Belt certified and applies a data-driven, solutions-focused approach to project delivery and continuous improvement at Noble.

Known for her mentorship, discipline, and technical insight, Valeria is a sought-after leader for community outreach efforts, particularly those focused on youth engagement, STEM education, and career exposure in construction. She regularly leads site tours, presents at student events, and serves as a liaison between Noble and the communities it serves.
